1. В `utils` добавляем helpers:

- `NamespaceBecameUnmanaged()`
|
||||
- `DispatchNamespaceAdd()`
|
||||
- `DispatchNamespaceResync()`
|
||||
- `RecordNamespaceRemoval()`
|
||||
2. `buildermgr`, `router`, `executor/multitenant` используют эти helpers.

||||
|
||||
- не меняем runtime semantics;
|
||||
- remove по-прежнему только bookkeeping, без cleanup.
