fix(iot): 409 различает конфликт name vs device_id (ревью)

store.Create классифицирует 23505 по имени constraint: (namespace,device_id) →
ErrDeviceIDExists, иначе ErrAlreadyExists. Handler отдаёт разные 409-сообщения.
Помогает Terraform понять, какое поле конфликтует.
