Setup app logger in python environment
The user's functions can now use `current_app.logger`, and use
`kubectl logs` to see the logs that the function outputs.

Very rudimentary Python support
Create a python environment. Only supports GET; doesn't support any
parameters etc. yet. Basically just enough for a hello world demo.
