POST /admin/tenants теперь принимает опциональные access_key/secret_key. Если
задано любое из полей — оба обязательны (мин. длина 8/16). С произвольными
кредами tenantID генерируется случайно (CreateFixedAutoID). Без кредов —
поведение прежнее (store.Create).
