feat(iot): PATCH обновляет metadata (Terraform)

iotDeviceUpdateRequest получил поле metadata; UpdateIoTDevice обновляет переданные
поля (enabled и/или metadata). Добавлен store.UpdateMetadata. Хотя бы одно поле
обязательно. Раньше metadata нельзя было изменить (только enabled).
